    City of Great Falls/City of Billings, Montana - through IPA grant sponsored by the Montana League of Cities - wrote personnel policy manuals.

    Secured Bankers Mortgage - Set up a Mortgage Dept, Developed new business, improved marketing procedures.
    Helena VIP, International - Developed public relations, staff performance standards, set up telemarketing department, initiated computerized client management system; resolved quasi-legal issues.
    New Concepts Singles Club & Magazine - Performed event planning, technical editing, writing, public relations services.
    Cruzin’ Slotcar Raceway - Chandler, AZ - wrote a personnel and operational policy/procedure manual, developed investor package, filled in as manager during owner's absence.

STATE OF MONTANA - CENTRAL PERSONNEL DIVISION

·     ADMINISTRATIVE OFFICER III - Employee Relations - responsibilities included Supervisor, Policy Section - directed the drafting through final publishing and  interpretation of statewide (state, city, county agencies, school districts) personnel policies and procedures (ARM - State of Montana Administrative Code); supervised a technical writer and administrative assistant; reviewed applicable labor/personnel statues, recommended and drafted necessary revisions; interpreted statutes where no policy was yet in effect, conducted public hearings on contested rules (code).  Chair, Personnel Network - provided leadership to committee of state agency management representatives, conducted regular network meetings, interpreted statutes pending official code publishing; incorporated widely diverse agency management requirements for development of consistent statewide policy system.  Chair, Performance Appraisal Advisory Committee - leadership of sub-committee, liaison with U.S. Civil Service IPP Office in Denver; steered the membership toward completion of complex project of statewide performance appraisal system - within limited time frame; assisted with design of training process for implementation.  Trainer & Instructor - member of the Training Bureau staff as needed; designed and presented training to supervisors, managers and employees on grievances, policy interpretation, performance problem analysis and interpersonal communications.  Coordinator, Personnel Employee Records System Project - coordinated elements within an electronic employee record system for compatibility with Employee Relations policies, EEO/AA, leave records

·     SUPERVISOR, APPEALS SECTION - Classification Bureau - supervised job analyst during the formal classification appeals process – involving job audits, approval of changes, testifying at formal hearings, liaison with union representatives and Board of Personnel Appeals; recommended and wrote policies and procedures for appeals processing; expert witness on special appeals, trainer for employees and management to use the classification system and appeals process.

·     JOB ANALYST III - Classification Bureau - coordinated and supervised appeals function; assigned and reviewed classification analyses of Analysts I and II, trained new analysts, Acting Bureau Chief; member Division Management Staff, interviewed, wrote job descriptions, screened applicants for Classification Bureau vacancies, agency liaison, approved position and class request changes, assisted agencies with staffing pattern and work flow distribution problems, wrote class specifications

·     JOB ANALYST I & II - Classification Bureau - processed agency requests for classification changes, investigated and wrote recommendations for classification appeals, wrote class specifications; expert witness
